Type of inspection: independent review of progress

Summary of findings: Staff sickness rates and vacancies meant less than two-thirds of frontline staff were available for work. The persistent staff shortages meant children continued to be locked in their cells for long periods of time, restricting their access to education and services. There had been limited improvement in behaviour management and children remained negative about the incentive system, partly because leaders had not managed to increase time out of cell for those who behaved well. The use of force remained the highest of all young offender institutions.
Points to note: Children’s access to health care remained disrupted by missed or cancelled appointments, and delays in securing accommodation meant most children were released without any education or work to fill their time.
