Reports on independent reviews of progress at HMP Brixton and HMP Winchester

HMP Brixton

Type of inspection: Independent review of progress

Dates of inspection: 21-23 November 2022

Summary of findings: Overcrowded, unacceptable living conditions but strong leadership and progress on a number of fronts. Only a third of prisoners had access to work or education, although time out of cell had increased.

Points to note: An employment hub was providing practical support and advice in the 12 weeks before release, and work to engage patients and allow them to speak directly to a health care manager was also positive.

HMP Winchester

Type of inspection: Independent review of progress

Dates of inspection: 14-16 November 2022

Summary of findings: Promising progress, but remains a high-risk institution with high levels of violence. Most prisoners were still spending 23 hours a day in their cells.

Points to note: Work with a third party to improve mediation and reduce violence was having a positive effect, and a tuck shop mitigated the risk of new prisoners running up debt.
