Reports on an independent review of progress at HMP Ranby and an unannounced inspection of Cheshire and Merseyside Court Custody

HMP Ranby

Type of inspection: independent review of progress

Dates of inspection: 3-5 January 2023

Summary of findings: Improvements to the provision of meaningful activity were limited, leaving the prison still unable to fulfil its function as a category C trainer. Unemployment was still too high at 20% and most of those in employment were in part-time work in low-level jobs.

Points to note: Analysis of resettlement provision had led to a meaningful, tailored strategy and action plan and there were early signs of improved outcomes for prisoners.

Cheshire and Merseyside court custody

Type of inspection: full inspection

Dates of inspection: 30 November – 10 December 2022

Summary of findings: Staff treated detainees with kindness and compassion and multi-agency groups worked well together to provide decent care, although a lack of custody and escort staff meant that some detainees were spending too long in court custody. Inspectors were concerned that individuals’ risks were not thoroughly assessed on arrival.

Points to note: Release planning required improvement – staff did not ask about detainees’ welfare or routinely offer information about support services.
