A report on an inspection on HMP Elmley

HMP Elmley

Type of inspection: Independent review of progress

Dates of inspection: 13-15 February 2023

Summary of findings: This was a positive inspection. Despite substantial staff shortages, leaders were focused on making improvements and were delivering a better regime than many other prisons with similar or better staffing levels. The governor had prioritised purposeful activity, leading to considerable improvements in teaching and learning.

Points to note: Leaders’ effective oversight of staff drawing and activating body-worn cameras was excellent. Body-worn cameras were used in 95% of incidents which is more than we normally see.
