Summary of findings: Determined leadership from the governor and her senior team had led to some improvements in safety, but self-harm, violence and use of force had all increased since the last inspection and were among the highest in the country. Women with severe mental health conditions waited far too long for transfer to secure hospitals. Frequent regime curtailments and struggles to get basic requests dealt with were common sources of frustration. A lack of full-time activity spaces meant many women were not well-occupied, and there was too little to motivate and reward good behaviour.
Points to note: Staff support and capability had improved, the reliance on anti-ligature clothing had reduced, and there was much better care for new arrivals and women who harmed themselves.
