HMP Whitemoor

Report on an unannounced inspection of HMP Whitemoor by HM Chief Inspector of Prisons (13–23 October 2025).

Healthy prison scores graph for HMP Whitemoor when it was inspected in 2022 and 2025. It shows that three of the scores had improved - safety from reasonably good to good, respect from not sufficiently good, and preparation for release from not sufficiently good to reasonably good - while the score for purposeful activity had remained poor.

Whitemoor was doing a difficult job reasonably well but leaders needed to address some significant issues. The daily routine was inadequate; prisoners could not get to education, drug testing or hospital appointments consistently. There were not enough places in education, skills and work, and attendance was poor. The lack of purposeful activity made it difficult for prisoners to demonstrate progress.

Points to note: Progress had been made in developing staff skills and supporting well-being, with investments in training, coaching, and mentoring.
