HMP Liverpool

Published:
Open document

Report on an unannounced inspection of HMP Liverpool by HM Chief Inspector of Prisons (11–21 August 2025).

Liverpool healthy prison scores (Back to top)

Bar chart illustrating the healthy prison scores for HMP Liverpool when it was inspected in 2022 and 2025. The graph shows that the rating for safety declined from reasonably good to not sufficiently good, the rating for respect declined from good to reasonably good, the rating for purposeful activity declined from not sufficiently good to poor, and the rating for preparation for release remained stable at reasonably good.

What we found (Back to top)

Drone incursion was a serious problem, and positive drug tests were the highest of any reception prison in England and Wales. Living conditions had deteriorated, levels of self-harm were high, and too few prisoners were engaged in work or education. Although the prison was fully staffed, sickness rates were high, and the possibility of staff from overseas having visas withdrawn was causing anxiety.

Points to note: Despite the obvious problems, the prison had developed many laudable initiatives, notably in health care, staff development and the support it provided for visitors.
