HMP Leicester

Published:
Bar graph showing HMP Leicester healthy prison outcomes in 2023 and 2025, with safety dropping from reasonably good to not sufficiently good, respect and preparation for release remaining the same at reasonably good, and purposeful activity falling from not sufficiently good to poor.

What we found (Back to top)

The positive mandatory drug test rate was too high, and the level of violence was the highest of any comparable reception prison. Unsurprisingly, use of force was also too high and much higher than similar establishments. The regime was inconsistent, which frustrated prisoners and meant staff could not always account for prisoners’ whereabouts.

Points to note: Strategic and local health partnerships had failed to address several longstanding health issues, impacting patient safety and some service delivery. Prisoners had good access to social visits and the refurbished gym.
