Report on an independent review of progress at HMP Hull by HM Chief Inspector of Prisons, 14–16 April 2025.

What we found

The hard work of leaders was beginning to pay off, but problems persisted in some areas. Although the prison remained overcrowded, leaders were trying to improve prisoners’ experience by extending their time out of cramped cells, providing more activities and bettering living conditions. Levels of violence remained comparably low, but self-harm was increasing. The quality of education had improved.

Points to note: Although the use of drugs remained a significant concern, better use of data and frequent testing were starting to have an impact. There had been some early success in reducing the ingress of drugs delivered by drones.
