Report on an unannounced inspection of HMP Hull by HM Chief Inspector of Prisons (17 June - 4 July 2024)
Hull healthy prison scores
What we found
Despite a high turnover of prisoners, the jail was safer than the last inspection in 2021. However, drug use was rising and posed a significant threat to stability. Time out of cell was very poor despite more officers being available for operational duties, and the provision of education, skills and work was insufficient for the needs of about a third of the population. Teaching was weak, particularly in functional English and mathematics.
Points to note: Too many prisoners were released homeless, and this was notably worse for men released under the ESCL scheme, at about 40%. More positively, the prison had extended use of force training from one day to two and this now included teaching staff on de-escalation techniques tailored to neurodivergent prisoners.
