The ingress of illicit drugs had become a serious problem with the positive mandatory test rate among the highest in category C prisons. The use of PAVA incapacitant spray was also high, reflecting a failure to de-escalate incidents. Too few prisoners were in education, work and training, and there was a lack of consistent support for neurodivergent prisoners and those who needed help with their reading.
Points to note: The lifting of restrictions on movement for prisoners in conflict, regular searching to reduce the availability of weapons, and improved incentives to encourage prisoners to behave well were all starting to improve the culture of the jail.
