This business plan describes our planned work for the coming year under our strategic objectives. The plan sets out HM Inspectorate of Prisons’ mandate and values.

Our business plan for 2026–27 is set against a backdrop of sustained challenge across the criminal justice system and a changing immigration landscape.

This plan focuses on making sure we are able to provide the level of scrutiny that the public and parliament should expect, while making the best use of the resources available to us.
