Report on an unannounced inspection of Tinsley House Immigration Removal Centre by HM Chief Inspector of Prisons 15 June–2 July 2026.
What we found
The population of the centre had changed, with many detainees now being held under the UK–France ‘one-in-one-out’ agreement. Identification of children and potential victims of modern slavery was not good enough, interpretation services were under-used, and access to legal representation for those returning to France was not always timely. Concerningly, given the needs of the new population, health services were not good enough.
Points to note: More positively, custody officer staffing levels and resilience had improved, work was being done to improve the culture of the centre, and there were some good initiatives to support detainees’ contact with friends and family.
