Summary of findings: Levels of self-harm and violence were high. Many violent incidents involved weapons, but body-worn cameras were not always activated when force was used in response. The quality of relationships between staff and children was inconsistent and too few children said they felt cared for. Oversight of education was inadequate; the quality of teaching was not good enough and too few young people attended classes.

Points to note: Work to help children prepare for release was good. Resettlement practitioners and social workers collaborated effectively and the In2Out charity supported transitions back into the community.

Escort and removals to France

Type of inspection: full inspection

Dates of inspection: 10–12 November 2025

Summary of findings: Part of the ‘one-in, one-out’ removal operations that commenced in 2025, this flight was transporting detainees of many nationalities, most of whom had recently arrived in the UK and spoke many different languages.

Points to note: Learning from previous removals operations was evident in the good staff briefing, which stressed the high standards expected, and the mostly respectful and friendly treatment of detainees.
