HMP Leicester

Type of inspection: full inspection

Dates of inspection: 5 and 18–25 August 2025

Summary of findings: The positive mandatory drug test rate was too high, and the level of violence was the highest of any comparable reception prison. Unsurprisingly, use of force was also too high and much higher than similar establishments. The regime was inconsistent, which frustrated prisoners and meant staff could not always account for prisoners’ whereabouts.

Points to note: Strategic and local health partnerships had failed to address several longstanding health issues, impacting patient safety and some service delivery. Prisoners had good access to social visits and the refurbished gym.

HMP & YOI Deerbolt

Type of inspection: Independent review of progress

Dates of inspection: 13-15 October 2025

Summary of findings: Despite commendable efforts to reduce the supply and use of drugs, progress had been limited. Levels of violence and self-harm remained high overall but had both reduced since the inspection. Health services were now generally reliable.

Employment support for prisoners was good. The prison had established strong connections with a range of national and regional employers, and careers guidance workers helped prisoners nearing release to research job vacancies.

Points to note: A significant shortfall in staff meant it was difficult to offer a consistent day-to-day routine for prisoners, and the future visa status of officers recruited from overseas was a risk to future progress.
