HMP Bullingdon

Published:
Open document

Report on an unannounced inspection of HMP Bullingdon by HM Chief Inspector of Prisons (28 July – 7 August 2025).

Bullingdon healthy prison scores (Back to top)

Bar graph visualising the healthy prison scores for HMP Bullingdon when it was inspected in 2022 and 2025. The scores for safety and respect had both declined from reasonably good to not sufficiently good; the score for purposeful activity had remained poor and the score for preparation for release had remained not sufficiently good.

What we found (Back to top)

Inadequate security meant that illicit drugs were getting into the prison, driving debt and violence. Prisoners spent too much time locked up, relationships between staff and prisoners were not good enough, and there were weaknesses in the management of men who posed risks to the public. Outstanding issues with health care that affected patient safety had not been addressed.

Points to note: There were problems across education, training and work provision, including a curriculum that was not meeting prisoners’ needs, the quality of teaching, and prisoner attendance.
