Summary of findings
Children spent too long locked up and did not get enough access to education. When they did, the curriculum was insufficiently challenging and did not help them prepare for life outside. Staff were failing to manage behaviour well enough: incentives were not applied consistently, and 20% of children said they felt unsafe. Only 34% felt cared for by staff, whose time was largely taken up with managing the separation of those who had to be kept apart for safety reasons.

Points to note: The governor and her team were aware of shortcomings and had enacted an improvement plan to address them the month before the inspection.
