Report on an independent review of progress at HMYOI Parc by HM Chief Inspector of Prisons (9-11 December 2024)
What we found
Parc remained a capable and well-run YOI. Separated children were incentivised to live together as one community and some children even referred themselves for conflict resolution work. While the number of children separated and the average length of separation had decreased, regimes for these children differed greatly.
Education improved since our last inspection but was still not up to the standards we have seen in the past. The new curriculum meant many children developed a sound understanding of the social skills needed in the workplace. However, sometimes teachers had only prepared activities for lower ability learners and more able children did not feel challenged.
Points to note: There was better support and prioritisation of diversity and inclusion (D&I). Children could easily raise concerns with D&I officers on the unit and a small number of child representatives had been appointed. Events to raise awareness of different protected characteristics had also taken place monthly.
