Report published 11 September 2023

Published:

HMP/YOI Brinsford

Type of inspection: Full unannounced inspection

Dates of inspection: 5–16 June 2023

Summary of findings: HMP/YOI Brinsford is a prison holding young adult men in the West Midlands. The prison had made very little progress since the previous inspection. Violence remained high and men spent far too long locked in their cells watching television or sleeping, instead of engaging in purposeful activity such as education or employment. The attitude of a minority of staff, who believed prisoners were too risky to be allowed out of their cells, was undermining efforts by the governor to improve the situation.

Points to note: An impressive range of partners, including internal departments and external agencies, was involved in reducing reoffending work. The partners provided effective support to meet prisoners’ resettlement needs in employment, finance, and accommodation.
